I hesitate to list this as Portland City Grill, although the top floor is taken up by that restaurant. It made the list because of the view. Even Happy Hour here is pricey, but the view can be pretty stunning on a clear day. (Alternate option: go up in to Forest Park or Washington Park for similar views.)

Yes, I know Mt. Tabor and the West Hills are cool. However, the view from the restaurant atop Big Pink gives you 360 views of the whole city and you can see Mt. Hood on a sunny day. Plus, a little happy hour in a booth by the window is great!

The best views in Portland - I recommend going for happy hour and getting a place by the windows, have a snack and a glass of wine
